RE: State of War and Rules of Engagement.

Pursuant to Section 214 of the officiated regulations of the Coast Guard, Rules of Engagement change Bravo Blue are in effect.  Ordnance release is authorized at vessel command level for all specialist anti-shipping ordnance with full discretionary release and deployment authorized against spaceborne targets belonging to, or affiliated with, The Word of Blake until such time as that entity no longer exists.

I came to this decision with difficulty, and reviewed the text of the Ares Conventions, Elbar Declaration, and pre-annexation regulations of the Coast Guard and Volunteer Brigades.

This enemy has deliberately and intentionally targeted civilian populations with weapons of mass destruction in an unprovoked attack, pursuant to the Elbar Declaration of 2776, as signatory to that declaration, and as human beings, our collective and individual duty is clear; to make this sort of action costly for the perpetrators and set an example for future generations to understand that there is a line, and that that line is not to be crossed.

Open hunting of Blakist shipping is authorized within the borders of the Lyran Commonwealth, commerce suppression outside the borders is to be conducted as needed and as possible on an opportunity basis.  Coast Guard units are authorized to cross foreign borders in pursuit of the enemy on Squadron or Division level discretion, as opportunities can be obtained, Rules of engagement regarding non-belligerents are to minimize contact where possible.  When contact is not possible, diplomacy and formal requests are preferred.  at no time are Coast Guard naval units to initiate combat with non-belligerents, but may fire on them if evasion or escape is not possible in self defense.

The exception to this being Clan Forces not part of Clan Jade Falcon or the Warden-aligned Clan Wolf-In-Exiles.  In the event of encounters with hostile Clan forces, Zellbrigen is preferred (see Documented Regulation 3067/05/28 "Clan formal challenge and combat conduct guideline"), however if Zellbrigen is refused, nuclear ordnance in second strike profile is authorized outside the 75,000 kilometer Ares Convention Limit.
