"That's because you're winning." Evelynn told her. "Since you ordered us out on expedition, we've knocked out, shut down, and forced to trial dozens of corrupt noble, hundreds of corrupt officials. Piracy has dropped in the region by over ninety percent with nobody moving in to take over from the vacuum of killing Hopper Morrison. Peter Steiner could let the Falcons keep their sector, because we don't need it anymore. We don't need it. That's because surprise, you've managed to revive the economy of the poorest section of the Commonwealth until it's rivaling the output numbers for the federation of Skye."
She traced a pattern in the wood of the table, before responding, "Now we're getting frozen out of the markets, Evvie."
"They're acting against you because you're successful. Staying, means not surrendering. You're beating everyone by succeeding and that scares them, eventually they'll see those fears are justified, when you've broken 'em without having to fire a shot. It's inevitable that any system, especially a corrupt one, is going to fight back when reformers manage to make real headway. You quit the field, they'll double-down. As long as you're still 'inside the system' they can't afford to use military force or weapons of mass destruction to get rid of you."
